Wireless 2.0 -- Is the Silicon Valley "Shovel Ready"?

The metric for success of ARRA (American Recovery and Reinvestment Act of 2009) is said to be
largely job-creation.  To that end many "shovel-ready" projects have been proposed across the
country which could satisfy the ARRA success metric.  This is somewhat in contrast with the Silicon
Valley's entrepreneurial culture which tends to focus on technology development and market
maturity, followed later by job creation.

This set of circumstances thus begs the question; is the Silicon Valley "shovel-ready" as defined
under the ARRA success metrics?  Can a jobs-creation program successfully fuel the Silicon
Valley's entrepreneurial engine, and efficiently co-exist with a business culture traditionally focused
on developing new ideas, new markets, and technical innovation?  How can the federal/state
government investors best align with venture capital to jointly cultivate innovation and fuel the Silicon
Valley engine?
